Worker Skill Level 1, 2, 3 in MOL UAE Labour Law

What is meant by category 1,2,3,4,5 worker skills in UAE. At starting of year 2016 Ministry of labour introduces new set of labour laws which gives flexibility in Labour Ban of six months which is now over the exemption of Labour ban is given to workers having skill category 1, 2, 4 defined by MOL.

Skill Level 1 Workers:

These are highly professional workers having degree of Bachelors or Master in respective fields. These worker allows to change jobs in UAE without having any type of ban. For this they must be in service for six month which minimum requirement after that the give notice period that he want to terminate contract after 3 months or whatever stated in contract. Some Job titles are given below that were included in this category.
The minimum salary skilled labours should be 12,000 AED with Attested University Degree.

Skill Level 2 Worker:


These type of workers were usually related technical or supervisory fields. Skill level 2 requires higer secondary School certificate with Diploma Such three years diploma of associate engineering. These type worker have more practical work knowledge and sometime become skill 1 worker after getting a degree of bachelors.

3. Mechanical Related Professions etc

4. Mechanics

5. Electricians

6. Heavy Machinery Mechanics etc


7000 AED minimum salary along with Post Secondary Education certificates and diploma required for Category 2 Labours.



Skill Level 3 Workers:


If you have high school or higher secondary qualification. High School which is usually called Metric in South Asian Countries while If you have high school or higher secondary qualification are called intermediate. Sometime they also have diploma of 1 year or posses several different certificate usually related to Computer field.

  1. Sales Executive

  2. Sales Representative

  3. Sales Supervisor

  4. Site Supervisor

  5. Administration Clerk

  6. Correspondence Clerk

  7. Customs Clearing Clerk

  8. Ticketing Clerk

  9. Cash Desk Clerk

  10. Receptionist

  11. Cashier

  12. Store Keeper

  13. Tourist Guide etc.


Skill Level 4 or 5:


These worker are those having no skill or the skills that were related to Domestic Workers. Which mean those having profession related to Domestic Worker come under skill level 4 or 5. Also these worker are not exempted from Labour it is full chance if they flea from work they may get Ban of six month to enter in UAE or transfer job.

Benefits of Having Skill Level 1, 2, 3:

Before new UAE labour laws about labour Ban employee having higher salaries are exempted from Labor but now only if you have 1, 2, 3 skill level you could easily transfer jobs without afraid of any six month labour ban. There few other benefits having higher skill level such as good salaries as well as good position in company. You will not face any labour ban if you change jobs as per notice period mentioned in your contract but the skill level of 1, 2, 3 is necessary.
